Executive Committee Meeting ~ May 2002

In attendance:

Committee Members: Pam Newland, Moderator; Gary Allen, Nurture; Ida Hardy, CWF

  President; Nancy Whitaker, Mission; Connie Day, Vice Moderator; Ken Stamper,   Treasurer; Ray Thomas, W. Dist Rep; Leman Messley, Disciples Men; Larry Crist, Regional Minister; Bill Garrett, Secretary.

Guests: Barbara Allen, Dorothy Ihler, Bob Hopper, Maryellen Thomas, Marjorie Johnson

 Meeting began with Larry Crist introducing the people around the table.

 Larry announced that the meeting was going to focus on an orientation to the ministries of the   Region and their roles:

·          transition time due to influx of many new members to Exec Committee

·          inheriting a Region with solid finances and strong programming

·          new members bring many gifts and are encouraged to take the present condition of the

  Regional ministries and use their gifts to enhance them further

·          “Worshipful Work” will be the theme and process of the Regional Board

·          Larry offered himself to help in any way

 

History of Regional ministries was provided by Larry Crist

·          explained composition of the Regional Board according to Constitution and Bylaws of

  Region

·          explained proposed funding process for BMF

  -  see attachments

·          explained Nicaragua mission partnership

  -  introduced as a premier ministry of our Region and a valid substitute for new church   starts

  -  affirmed desire to send as many people as possible from congregations to Nicaragua   so they might understand and experience the life-changing nature of this ministry

  -  shared future plans:

  -  2002: raising funding for project to send Bibles and Commentaries to Nicaragua

  -  2003: in April will send one or two teams for building project

·          handed out Resource book with historical information on Finances, Minutes, and other Resources (Constitution & Bylaws)

   -  Finances

  -  reviewed Budget and Report with overview on process an            categories

·          discussed ability of each member to be able to use internet to receive Board information via   email

  -  sent around list to receive names and email capabilities

·          discussed the need to identify dates for future Regional Board meetings for remainder of   this year and next year

  -  calendar of meetings will be published

·          reviewed schedule for tomorrow’s Regional Board meeting

  -  initial gathering at 9:30 am

  -  meet as Divisions for target of 2 hours

  -  re-convene as Regional Board with lunch, meeting with reports and business items

  -  plan to be completed around 3 pm, or sooner

 Larry closed with an affirmation of the talents and new energies from the members of the Executive Committee.

                             Regional Board Meeting

May 4, 2002

Pam Newland called the Board Meeting to order

 Larry Crist presented the report from the Executive Committee meeting held the previous night.

Larry Crist presented the Regional Minister’s Report

·          in preparation for the anniversary of the events of 9/11, the Volunteers in Mission are  providing a response as an alternative way of dealing with this tragedy.  It will involve   interaction with people from other faiths to promote understanding and cooperation. 

·          requested that each church discuss how they will respond to this anniversary

·          announced that Doug Garner has turned in his resignation at Treasure Valley Christian   Church in order to accept the call to the church in Missoula, Montana

·          announced that the campgrounds are full for this summer from rentals

·          announced the next Regional Board will be 9/13-14/02 in Jerome

 Administrative Division Report

Bob Hopper presented the report

·          discussed proposed revision to BMF funding

  -  Larry Crist explained proposal

  -  deadline for input is June 15

  -  announced vote will be made in September

  -  effective date of revision will be 2003

·          Budget Report

  -  discussed project to raise money for Bibles for Nicaragua

  -  discussed project to replace stove at Cascade Camp

·          Camp Caretakers

  -  Leman Messley will be the camp caretaker at KBY

  -  Kenny Biggers will be the camp caretaker at Cascade

 Nurture Division Report

Gary Allen presented the report

·          CIT Applications

  -  due on May 1st and only two churches have responded

  -  requested that each representative remind their church to submit their forms

·          CIT Training event

  -  to be held in Jerome on June 15 from 10 am to 3 pm

  -  funding for lunch will be made out of Regional Nurture budget

·          Reviewed Camp programs

  -  reviewed policies for staffing to see if they were responsible and prudent in terms of   creating a safe and healthy camping experience

  -  discussion included review of forms and procedures and process was found to be appropriate for our Region.

·     Set minimum and effective standards for each camp identifying the appropriate number of   staff for camps

  -  presented standards for Board discussion (see attachment)

  -  Motion was made concerning camp staffing standards:

  MOTION:  that the minimum standards from Nurture Division concerning camp staffing be approved and accepted with the approval for Nurture Division to enforce this policy as necessary.  If camper levels need to be reduced due to inadequate level of staffing, those churches not providing staff will be limited first.

  MOTION PASSED by voice vote with no opposing votes cast.

·          Nurture set expectations for “effective” level of camp staffing and will provide this information to each congregation.

 Mission Division Report

Nancy Whitaker presented the report

·          Nicaragua

  -  Bibles for Nicaragua

  -  will start process of collecting money for Spanish Bibles and Commentaries   for ministers (approximately 40 at $75 and $100 each)

  -  will start process of collecting money for Spanish Bibles for church members   (approximately $11 each)

  -  Planning 2 work trips for April, 2003

·          Yakima Indian Mission

  -  the mission can support projects for work groups and may be a good area for mission trips through Homeland Ministries

·          Areas of concentration

  -  to network with the Outreach Chair and CWF of each church in the Region to

  coordinate and mutually support mission projects

  -  to coordinate fund raising events in the region for specific missions

 Yakima Indian Mission

Janie DeMond presented the report

·          gave a history of the mission and an update on current projects and needs

·          offered her services to present information abut the Yakima Mission to any group within the church

 CWF

Ida Hardy presented the report

·          CWF Regional Retreat will be held August 8-10 with the speaker being Penny Shorow

 

Disciples Men

New Business

·          need to create a committee to review the Constitution and Bylaws for possible revisions

·          at next meeting, discussion will be held on dates for future Regional Board meetings

Camp Staffing Standards

Nurture Division

May 4, 2002

 

Minimum Standards

These are the minimum standards which are necessary for a camp to offer a safe and healthy

experience.  If these standards are not met, the number of campers will be reduced to the level appropriate with the staffing level.  The decision on how to reduce camper levels will be in

accordance with the level of staff each church has provided for the respective camp.

·          All camps will have a minimum ratio of 1 adult (counselor) to 6 youth. 

·          Camps held at KBY campground will have a minimum requirement of 1 adult in each cabin

·          Additional staff will be necessary to provide food and programming as identified by the

  Director of each camp

·          Junior camp will require one adult staff from the respective congregation for 1 to 8 campers, and one additional adult staff for 9 to 16 campers, 17 to 24 campers, etc.

·          All camps will have a person with appropriate training in First Aid/CPR

 

Effective Standards

These are the minimum standards which are necessary for a camp to provide not only a safe and healthy experience but also the desired level of proficiency in programming, relationships  and supervision. These standards represent the minimum staffing level goal for each camp in order to create the atmosphere and experience compatible with the overall goals of the camping program of the Region of South Idaho.  These standards will be in addition to the Minimum Standards.

  Kid’s Camp:

  - at least 1 “friendly face” adult for every congregation sending a camper to camp

  - 4 to 1 ratio of youth to adults

  - appropriate number of CIT’s based on desire of camp director

  Junior Camp: 

  - 4 to 1 ratio of youth to adults, 2 adults per cabin/gender specific

  - CIT’s as desired by camp director for training/development and assistance to adult staff

  - CIT Advisor to be responsible for assignment, development and supervision of CIT’s

  - Craft (leader, helper), music leader, DIT as desired by camp director

  - Food preparation staff to include 1 Coordinator and 4 helpers

  - “Grandparent” staff to provide nurture and share gifts with campers

  Chi Rho Camp:

  - 4 to 1 ratio of youth to adults for small groups

  - CIT’s as desired by camp director for training/development and assistance to adult staff

  - CIT Advisor to be responsible for assignment and development of CIT’s

  - Focus group leaders, Chaplain, DIT as desired by camp director

  - Food preparation staff to include 1 Coordinator and 4 helpers

  CYF Camp:

  - 4 to 1 ratio of youth to adults for small groups

  - CIT’s as desired by camp director for training/development purposes and to assist in

  various areas as needed

  - Focus group leaders, music leader, Chaplain, college campus representatives, Peace

  Intern, DIT as desired by camp director

  - Food preparation staff to include 1 Coordinator and 4 helpers, preferably adults
